The
Greater Hyderabad Municipal Corporation,which extended the
mortgage rule for even
plots between 100 and 300 square metres a couple of weeks ago,is now getting just a handful of
applications for new building permissions in its jurisdiction.On an average,the
municipal cor poration used to get 25 to 30 applications from its 18 municipal circles every day.Usually,eighty per cent of building applications were for stilt,ground+2 floors in the
plot area of 100 sq metres and above and only 10 to 20 per cent applications used to be for below 100 sq metres plot area.
However,after the
municipal administration and urban development (MA&UD ) department issued GO MS No 450 on October 13 extending the mortgage rule for new buildings coming up in the plot area between 100 and 300 sq metres,the number of applications has come down to five in the past two weeks.Many owners and builders are waiting with a hope that the MA&UD department would review its decision of extending the new mortgage rule.Confusion over the
Green Channel scheme initiated by the corporation,where architects who prepare plans are made responsible for deviations in building sapplied through them and are also asked to produce bank guarantee,has added to the dip in applications.However,the
GHMC has now relaxed norms for the Green Channel.
Before the amendment was made,the
mortgage rule was applicable for individual
residential buildings of six metres height and above in plot areas of 300 sq metres as per the New Building Rules that came into force in March 2006.As per the mortgage rule,the builder or owner has to mortgage certain portion of the building with the municipal corporation.If the developer or owner constructs the building as per the sanctioned plan and obtains Occupancy Certificate from the corporation,the civic body releases his mortgaged portion to the owner.To escape from the
mortgage purview,the owners started taking permission up to six metres height in the plot area of 300 sq metres despite they being eligible up to 10 metres height.It was noticed by the town planning officials that they were constructing additional floors illegally.Apart from this,as per AP
Municipalities Development Control Rules,2008,the mortgage rule is exempted for residential buildings up to seven metres proposed in 500 sq metres and industrial buildings in areas other than corporations and municipalities.Initially,owners hesitate to apply and take permission under the mortgage regime.But slowly they will come forward to take building permissions, GHMC chief city planner G V Raghu told TOI.
